of Rugeley, Staffs, against the decision of the West Midland Traffic Cainrnissioners in refusing to grant three additional picking up points on the renewal of his licence to operate a service of excursions and tours starting from London has been dismissed by the Minister of Transport.

All the points asked for by the appellant were near a point already granted to Green Bus Ltd. and the Minister considered that the issue seemed to him not to be between two operators offering "cream" services only, but between two operators one of which had extensive stage service obligations. Green Bus Ltd., the Minister observed, was described by the Commissioners as providing the majority of the daily stage carriage services in the district, which is a rural area, and the company was admitted to be in financial difficulties.

The Minister understands that many operators in rural areashave to support the socially desirable but uneconomic stage services with more lucrative excursion and tour operations. He inferred that those were the circumstances in this case,
