Which of the following most accurately describes the problem?

LONDON'S Westminster City Council says motorists who occasionally park illegally will no longer get visits from debt collectors as a result.

From next weekend, parking teams at the authority will instead focus on making sure that fines are paid before they reach the enforcement stage.

The decision follows a successful 18-month trial, which saw a 40% reduction in the number of tickets sent to bailiffs.

However, the council adds that those who repeatedly flout parking and traffic regulations and refuse to pay their fines could still be subject to enforcement by a bailiff.

Danny Chalkley, the cabinet member for environment and transport at Westminster Council, says: "These new rules will ensure that the only doors that officers knock on are of the most hardcore motoring offenders who repeatedly flout the law."
