Which of the following most accurately describes the problem?

THE IRISH Road Haulage Association (BHA) says haulage companies will pay hundreds of euros more for using the M50 Dublin Ring Road when barrier-free tolling starts at the end of this month.

According to the National Roads Authority (NRA), the motorway is one of the most heavily used and strategically important corridors on Ireland's road network. Around 9,000 lorries per day travel along it and over the West-Link bridge near Dublin.

A new system of barrier-free tolling begins on 30 August to relieve congestion and reduce journey times, but the IRHA says a 15% rebate it agreed for members has been removed.

IRHA president Jimmy Quinn says haulage companies use of the M50 is essential, but their needs have been ignored by the NRA: "We did it as a commercial deal with the previous operator to reflect the buying power of our members. It was a net rebate of once a year. For the big users, for every €1,000 that was spent they got €150 back. That company has now sold it back to the State."

Quinn says any benefit of free-running traffic will be wiped out by the removal of the rebate.

An NRA spokeswoman says it has reduced the toll rates for commercial vehicles because a state body can not offer a VAT rebate. She says she is unaware of the IRHA's deal.
