Which of the following most accurately describes the problem?

TRANSPORT Under Secretary Lynda Chalker has claimed that this year's motorway repair programme is causing less inconvenience to drivers than ever before.

Speaking on the Jimmy Young programme on Radio Two, Mrs Chalker said special efforts had been made this year to minimise the problems caused by major roadworks.

The cross-overs from one side of the motorway to the other are now much smoother with most of them having a 50mph limit rather than a 30mph limit. This led to fewer delays for drivers.

Other measures the Department of Transport had taken included having shorter stretches of motorway closed off for repairs as well as making sure that repairs were carried out further apart than in the past.
