Which of the following most accurately describes the problem?

DAIMLER-BENZ'S 1981 annual report shows that despite declining cargo traffic affecting commercial vehicles it was still able to maintain its position in heavy lorry manufacture, but it is being cautious about the quiet heavy lorry.

As Europe's largest manufacturer of lorries over six tons gvw, Daimler-Benz claims a 26 per cent market share in Western Europe, and for lorries of all classes 11 per cent.

The report also states that without the increased exports, a severe slump in sales and employment would have been inevitable.

Total world wide output of Mercedes commercial vehicles totalled 268,925 units, a drop of almost 4,000 over 1980 figures.

Deliveries to the Middle East and North Africa increased by 15,500 units over 1980 sales, while sales to European countries outside West Germany, declined by 11,500.

Daimler-Benz introduced quiet commercial vehicles in November 1981 but there are many technical problems to be solved before research findings can be incorporated in large scale production.

Daimler-Benz warns: "Law makers should not rush to institute nationwide regulations on noise limitations, but should proceed step by step in this area and take initial action only where noise abatement yields the greatest benefit."
