Which of the following most accurately describes the problem?

WHEN Shillibeer brought-the bus to London in 1829 he was not just starting a revolution in passenger transport. He was introducing a vehicle that could have many other uses when its primary function was completed.

For instance, an old doubledecker called the Book Bus is serving as a place where London children aged eight to thirteen may foregather this month (August) to write, illustrate and produce books with guidance from education students. They are able to meet authors, work out ideas and explore their talents.

It is a charitable enterprise conducted by Bob Cattell, who is driving the bus to three Southeast London play centres, and is funded by generous firms as well as the Arts Council. A superannuated bus is the only centre I can imagine in which such a scheme could economically be operated and I hope it will be well patronised.
