Which of the following most accurately describes the problem?

THE Minister of War Transport has made ' the Emergency Powers (Defence) Road Vehicles and Drivers Order, 1942, dated July 28. This appears to be an Order consolidating many previous regulations. It is obtainable at H.M. Stationery Office at 3d. net.

Certain points from the new Order are of ,special interest. Thus a Commissioner may, by a special permit (a) authorize any person holding a driving licence covering vehicles included in Group 1 of the Second Schedule to the Motor Vehicles (Driving Licences) Regulations, 1937, to act as a driver of a public-service vehicle; (b) any person to act as a conductor. Similarly, anyone hot less than 21 licensed to drive vehicles in the aforementioned Group is authorized to drive a heavy goods vehicle.

As regards public-service vehicles, a Commissioner may. issue in relation to any such' vehicle, whether a certificate of fitness be in force or not, a permit in lieu of a p.s.v. licence. He may also issue to the bolder of a road-service licence a permit authorizing him to provide such a road service as may be specified, subject to any modifications therein expressed. Permits for temporary services are also permitted.

Certifying officers or p.s.v. examiners may forbid the use of vehicles with serious defects, but the notice served will not operate before the expiration of 48 hours if, in the officer's opinion, the defects can be remedied within that time and would not involve danger to the public.

Concerning goods vehicles, any vehicle authorized under a carriers' licence and with a valid identity certificate, may be used by the holder either for the carriage of goods of all classes for any distance for hire or reward or for the purpose of any trade or business carried on by him. , A Commissioner may, however, serve upon a person authorized to use such a vehicle a notice that, in his opinion, it is inexpedient that the holder shall continue to use the vehicle under this Authority, but he may issue to any such person a new defence permit with conditions.
