heavily penalised on safety and environmental grounds in the future, roads and traffic minister Peter Bottomley, told delegates at the Chartered Institute of Transport's Yorkshire section conference held at York last weekend.

Deregulation was here to stay, he said, and there would be a switch in emphasis, from regulation to safety and environment.

Bottomley said there had been a significant increase in the number of new bus operators and services. Also registered backup for socially necessary routes has been reduced, in some cases without detrimental effect to those routes.

Bottomley emphasised the need for investment in wheel-chair lifts and hoists to cater for the disabled. "Many do not realise that one in ten of the population has a disability," he said, and added that this was a very good potential new market.
