• Pro-deregulation lobbyists were dealt a major blow last week when CAPITAL, the transport users' pressure group, revealed that London's bus services may not be fully privatised until "some time in the 1990s".

CAPITAL claims that the decision to reschedule deregulation was conveyed to London Regional Transport chairman, Sir Keith Bright in a letter from the Department of Transport.

It was expected that London Buses would be completely deregulated by the end of the decade — but it looks increasingly likely that the Gov ernment will postpone any moves until after the next general election.

The Department maintains that deregulation will take place as soon as the restructuring of London Buses has been completed.

Industry sources believe that deregulation in London involves such a radical change in operations that the Government is delaying the move to avoid further criticism. According to the campaigners at CAPITAL, "the Government has realised that travelling around London is already hard enough and should not be made more formidable by bus deregulation."
