Which of the following most accurately describes the problem?

• The Yorkshire LA, Maj-Gen Sir John Potter, curtailed the 0 licences held by two Yorkshire own-account operators at hearings under Section 69 in Leeds last week after being told that in each case neither company had operated a preventive maintenance or a defect /inspection recording system.

Giving evidence on behalf of the DoE, 14r B. Wash, a vehicle examiner, said that in inspection in July 1971 of the one vehicle Ind trailer operated by P. J. O'Donnell 'Construction) Ltd, Selby, had revealed that .egular preventive maintenance had not )een carried out as both vehicle and trailer atracted delayed prohibition notices. At his time the examiner was told that the ompany itself carried out all minor repairs Ind inspections but did not keep any form If maintenance records.

A second inspection in February this 'ear indicated that although the vehicle eceived a defect notice and the trailer an annediate GV9, conditions had slightly mproved. Proper records were still not ,eing kept but the company had ommenced to record any repairs to the ehicle in a log book and had made

arrangements for the vehicle to be given maintenance inspections at regular periods.

Representing the company, Mr A. Suffam told the LA that as the vehicle never exceeded 300 miles per week inspections would only be carried out every three months and that the company would keep the appropriate records. The vehicle would be operated mainly in the Nottingham area where the company had a depot and full maintenance facilities.

The LA curtailed the licence by removing the one specified vehicle throughout the month of May and the one vehicle to be acquired from May 1.

Bulk Egg Supplies Ltd, of Hull, also had its licence curtailed throughout May when the LA deleted for that period one of the four vehicles in possession and the margin of two-vehicles to be acquired.

He had been told by vehicle examiner Mr F. Eden that three out of four vehicles operated by the company were issued with prohibition notices, one of them immediate, when examined at an hgv testing centre on January 2. Other than invoices the company had been unable to produce any maintenance records and it was the opinion

of the examiner that the condition of the fleet was not in keeping with vehicles which had received regular maintenance inspections.

Mr J. Taylor, for Bulk Egg Supplies Ltd, said that as the company had no maintenance facilities it had relied on a garage to carry out all maintenance work in the past. Since the inspection, firm arrangements had been made for the vehicles to be inspected every 6000 miles and for maintenance records to be kept.
