Which of the following most accurately describes the problem?

• After the SELNEC (Bolton) PTA refused a request by a Lancashire parents' association to operate a stage-carriage service between Harwood and the Turton High School, Bromley Cross, on the grounds that it was not a viable proposition, an independent firm agreed to run the service if the appropriate licence could be secured. However, once the company, Bolton Coachways and Travel, made its application, SELNEC and Ribble Motor Services Ltd jointly applied for a similar licence and also lodged an objection to the Bolton Coachways' application.

On hearing both applications at a public sitting in Burnley last week the North Western Traffic Commissioners, headed by Mr C. R. Hodgson, decided to grant, as applied for, the application by Bolton Coachways but to refuse thc joint application by SELNEC and Ribble.

Earlier, Mr John Backhouse, for Bolton Coachways, had told the Commissioners that although SELNEC and Ribble already operated stage-carriage services over the proposed route there was still a demand for the new service. On reaching a decision the Chairman of the Commissioners, said that he agreed there was a demand for the service and added that he felt the case put forward by Bolton Coachways had been well prepared.
