The European Union's expansion on 1 May 2004 brought with it the Worker Registration Scheme, which expires in 2011.

According to the Home Office's records, 656,395 immigrants from the accession states had entered the UK by 31 June 2007, including 430,395 Poles, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia now adhere to the WRS. However, the figures don't include those who have returned home, the self-employed or students.

The actual number of applicants intending to stay for more than a year is estimated to be 64,000, including 49,000 Poles.
