Which of the following most accurately describes the problem?

• Northern National Omnib Company has been granted road service licences for the operation of three mini bus services on a "hail and ride" basis in the South Stanley area. North Eastern traffic commissioner Frederic What ley, however, has refused to vary the registration of the services to operate on a fixe, stop basis after October 26.

The licence applications were opposed by Durham County Council on the grown that "hail and ride" operation would constitute a danger to other road users and would have a severely detrimental effect on traffic conditions.

In granting the licence app cations as applied for with th exception that the "hail and ride" facility should not apply along a stretch of the A693 road, where the company accepted problems could occur, Whalley rejected the county's arguments_ Registrations

Refusing to vary the regis trations to come into line wi the licence grants, Whalley said such applications could only be granted if supported by the local authority. The county was not supporting ti applications and he had no power to override the local authority. That decision mea that the services could only operate on a "hail and ride" basis until October 26 after which they would have to Us the established stopping places pending any further a gistration for "hail and ride".

Such further registration could only become effective after a three month standstil period following deregulation which would be on January 2 The county would then have the right to ask for traffic re gulation conditions to be imposed to prevent operation a "hail and ride" basis.

In the interests of not confusing the public Whalley urged Northern National to consider introducing the services with fixed stopping places until the issue was finally resolved after January 1987.
