Which of the following most accurately describes the problem?

• Lincolnshire haulier Claud Veale trading as Veale's Transport has had his licence for 11 vehicles and 14 trailers prematurely terminated so that it expires at the end of next January, with a requirement that his vehicles and trailers must be inspected by a reputable commercial garage every 14 days.

He admitted to a "dreadful" maintenance record at disciplinary proceedings before Eastern Licensing Authority John Mervyn-Pugh. This followed the imposition of five immediate prohibition notices on his vehicles, despite warnings fol lowing the issue of previous prohibitions and a number of overloading convictions.

A vehicle examiner said that when he visited Veale's premises in March there were few inspection records and when he visited only a week before the hearing he was told none were available.

After being told Veale had now arranged to have regular inspections carried out by a commercial garage, MervynPugh said he required those inspections to be carried out every 14 days. He also ruled that a chart be drawn up showing every vehicle and trailer, when they were to be inspected, the defects found and when they were remedied.

The LA accepted an undertaking from Veale that vehicles would not be used until any defects had been rectified.

If all was well at the end of January he would renew the licence for two years and extend the required period to four weeks, but if there were any further problems it was Likely that the number of vehicles would be severely curtailed or the licence revoked altogether.
