Which of the following most accurately describes the problem?

• South Wales Licensing Authority Ronald Jackson has made the unusual request that he be allowed to see the minutes of National Carriers' Health and Safety Committee meetings for the next few months. This followed environmental objections from residents to the company's plan to take over Roadline's Ske wan depot.

Jackson approved National Carriers' application to base 70 vehicles and 42 trailers at Skewan, which will lead to a reduction of 15 vehicles at the depot.

The residents were angered by the noise levels, particularly at night, claiming that the work at the depot had increased tremendously since it was taken over by National Carriers.

Deputy manager John Lucas said it was essential that they work through the night as the depot was engaged on trunking operations. The company was doing what it could to reduce noise levels and its working practices are constantly under review.

The night activity now took place at the side of the depot furthest away from the residential property; the trucks had been fitted with soft wheels and the loading plates with rubber strips.

There were regular meet ings of the health and safety committee where these matters were discussed. Most of the employees were shareholders and they worked as safely and quietly as they could.

Jackson said that those making representations thought that he had more power than he actually had. There was no material change in the nature of the application or the work being carried out, consequently the representations had to be dismissed.
