You must be referring to the Handbook of International Road Transport produced by the International Road Transport Union — known as the IRU Handbook for short. It is a guide to legislation, Customs formalities, financial and tax requirements — though the latest edition of which we are aware was-published in 1970, so is a little dated. It can be obtained from the IRU at the International Centre, Geneva, or from the Road Haulage Association, 22 Upper Woburn Place, London WC1, price £3.50.
