Which of the following most accurately describes the problem?

CARDIFF City Transport Co, which faces a public inquiry into poor services next month, have asked the Traffic Commissioners to approve fare increases that would bring in another £175,000 a year.

The proposed increases would mean an average of 11/2p surcharge on bus journeys in the city.

Both the application to increase fares and allegations of poor service are to be heard by the commissioners on October 8.

Investigations by traffic examiners during August revealed that in four areas of the city nearly all the buses ran late and on several occasions did not run at all.

Wrong destination indicators wee displayed and bus timings bore no relation to timetables. Passengers had to wait up to 35 minutes and others had to rush from stop to stop in order to board their buses.

Richard Leake, clerk to the Commissioners, said this week that relations between the Cardiff's transport department and the Commissioners had become increasingly strained and that "It was a matter of doing nothing or bringing it to the crunch".
