Which of the following most accurately describes the problem?

Mr Richard Bottrill, general manager of Edinburgh Corporation Transport, was this week appointed director of public transport for the Lothian District Council, which comes into being next April 1 under Scottish local government reorganization.

Lothian is one of the three large new authorities in Scotland which will be responsible for organizing public transport; it will take over the Edinburgh fleet, the largest municipal one in Britain.

Mr Bottrill went to Edinburgh two years ago, having formerly been gm at Portsmouth.
