Which of the following most accurately describes the problem?

TWO, months after receiving the first I. deputation from the Passenger Vehicle Operators' Association and the Public Transport Association, the Minister of Transport has still made, no decision on their request for a return to the " Suez " procedure for raising fares. After their initial meeting with the Minister, the groups later revised their scheme for instituting increases without prior consent from the Traffic Commissioners. The new proposals were sent to the Minister in an effort to ease the present flood of fare applications, and he was expected to comment on them some time this month. So far neither association has had any intimation of a decision. Although they were confident a few weeks ago that the Minister would reply by the end of September, it is now thought that he has decided to make no move.

"CODIFY DR BAN SIGNALS"

HEADLAMP signals used by lorry drivers should be codified and made widely known—or forbidden. This suggestion, from Staffs arid Salop Safety Council, will be discussed at the National Safety Congress in London from October 15-17. Mr. Harold Watkinson, Minister of Transport, will open the congress. Other proposals concern the settingup of driving schools under localauthority control, the use of guard rails at pedestrian crossings, and a 30-m.p.h. limit for learner motorcyclists. There will be a suggestioh that where two roads of equal classification meet, there should be some rule as to right of way.
