Which of the following most accurately describes the problem?

A COMPANY UNDER new ownership was given six months to sort out its maintenance problems when it appeared before a public inquiry. The new director has pledged to give the drivers clear direction about the regulations covering vehicle maintenance.

Ainsworth & Martin (Preston) Ltd, which holds a licence for 55 vehicles and 66 trailers, had been called before the North Western Traffic Commissioner, Beverley Bell, at a Golborne disciplinary inquiry.

Vehicle examiner Michael Dobson said they had inspected 22 vehicles and trailers in May and June, issuing four immediate and seven delayed prohibitions, two of which were 'S' marked. Since then there had been a further four delayed prohibitions, two of which were 'S' marked for ABS faults on a tractor unit and trailer. The driver defect reporting system at the time was flawed and inconsistent and the stated inspection periods had been extended.

For the company,Tun Culpin said it was now a very different company from the one seen in June, as it had a new owner and managing director. A new driver defect reporting system was being introduced that week, he said.

Current owner and managing director. Stephen Dunn, said he had acquired the company at the end of August. A new management structure was being put into place that week and it was being made very clear to the drivers what was required in relation to vehicle maintenance.

Dunn intended to take the course for an international CPC himself and was attending an RHA training day for company directors. He felt that one of the big problems in the past had been that the person in charge of maintenance needed more authority to ensure that inspection periods were adhered to and vehicles taken off the road immediately if a problem was discovered.

The Tc said she was particularly concerned about road safety, as the prohibition history was appalling. However, she felt Dunn knew what was required.
