A SKIP OPERATOR has had his licence suspended after lending another operator a dice, while one of his trucks ignored a Vosa order to stop.

Stockport-based Stephen Owen, trading as A2Z Skip Hire, has had his four-vehicle licence suspended for a week by the North Western Traffic Commissioner Beverley Bell. It was his third public inquiry in four years.

Vehicle examiner Colin Brown said he carried out a maintenance investigation in February.

A vehicle being driven by Owen's father had failed to follow instructions from a Vosa vehicle ordering it to stop. The vehicle was eventually found in Owen's yard.

When examined, it was given an `S marked prohibition for defective tyres, loose wheelnuts and a fuel leak.

Owen said that in February he had just changed his maintenance contractor, because the work was not being done properly.

Additionally, his father had claimed not to have seen the sign in the back of the Vosa vehicle.

Traffic examiner Keith Henry said that in March a vehicle driven by a Timothy Birchenough was brought into the test station and was displaying one of Owen's 0-licence discs.

Birchenough had previously been involved with two impounded vehicles as well as assisting in the unlawful use of 0-licence discs, When interviewed, Owen said he was operating the vehicle, and that he had employed Birchenough for two weeks to drive it.

Owen explained that as soon as the traffic examiner spoke to him, he had called Birchenough and got the licence disc back.

The vehicle, which belonged to Birchenough, was specified on his licence because he was moving muck out of his yard and bringing stone in.

Birchenough had said to do that, he needed one of Owen's 0-licence discs because he was waiting for his own to come through the post.

Birchenough had only worked that day.

Owen gave the TC a series of undertakings with regards to his future vehicle maintenance arrangements.
