Which of the following most accurately describes the problem?

ON an appeal by Bridgwater Rural District Council, the Minister of Transport has ordered the Western Licensing Authority to amend the conditions attached to a licence permitting the Western National Omnibus Co., Ltd, to operate a stage service between Bridgwater and Minehead. Under the' order, the company are required to divert the route from the new to the old road at Keenthorne.

Mr. H. G. Blay, who appeared for the appellants, said that the council had had no opportunity to protest against the route when the licence was granted, because the company had not given them notice of their proposals under Regulation 46 of Statutory Instrument, 1952, No. 900.

Mr. J. M. Glen, a Ministry of Transport inspector who heard the appeal on July 31,, said that the contravention of the regulation need not affect the decision. He recommended that the appeal be allowed on the ground of safety.

TIPPER-TRACTOR AT WILL

THE Spenborough Engineering Co., Ltd., have converted an A.E.C. Mandator chassis to perform the dual function of a tipper and tractor for Cumberland County Council.

The tipping gear, stabilizer and body are completely independent of the chassis, and can be mounted or removed at will. A steel sub-frame running the full length of the chassis is used for mounting this equipment. Oil pipe-lines have self-sealing couplings.

In its role as a tractor, the vehicle is used to tow a low-loading semi-trailer.
