I N the appeal of Mr, R. .C, Yates, of Rothesay, against the refusal by the Southern Scotland Traffic Commissioners to grant a licence for a circular tour of the Isle of Bute, a reference was made at the inquiry to the Enston decision of the Road and Rail Traffic Act Appeal Tribunal.

In dismissing the appeal, the Minister of Transport points out that it may save misunderstanding in the future if he states that his decision has not been influenced by that reference.
