Which of the following most accurately describes the problem?

IT MIGHT BE STATING the obvious, but the latest Department for Transport (DfT) statistics tell us that the harsh weather conditions at the beginning of the year resulted in 100 million fewer vehicle kilometres covered by HGVs.

As the country bakes in unseasonably high temperatures, it is worth noting that, during the first quarter of 2010, trucks accounted for 6.4 billion vehicle kilometres in Britain, down from 6.5 billion in 01 2009 — and during that period heavy snow hit the country as well.
