Which of the following most accurately describes the problem?

UNION representatives and the Road Haulage Association are to hold a top-level meeting in London on Monday in an effort to reach an agreement over the setting up of a new system of industrial relations.

Transport and General Workers' Union general secretary Jack Jones and United Road Transport Union general secretary Jackson Moore will be meeting RHA national chairman Jack Male, director general George Newman and industrial relations officers from the RHA.

It is hoped that the meeting will discuss the future of industrial relations and the proposed negotiating machinery and disputes procedures likely to take effect.

The meeting follows news that the RHA is to take part on an official level in discussions on pay and conditions on behalf of its members.

One of the subjects being discussed with the unions will be the thorny question of geographical areas of negotiations.

At present the areas of RHA and union area offices are not compatible for the talks on annual agreements to take place successfully, but the RHA hopes — that the question will be resolved.
