RESTRICTIONS on cash available to London Transport has meant that its bus services are running at only 85 per cent of strength according to LT Passengers Committee chair.man Fred Sturch.
Writing in the committee's annual report published this week, Mr Sturch says that garages have been short of both buses and the crews to man them over the past year.
