Which of the following most accurately describes the problem?

GREENOCK Transport Ltd escaped with a severe warning that it must put its house in order by the Scottish deputy Licensing Authority last week after it had appeared for the third time in three years at a disciplinary inquiry.

The company had been fined E100 by Great Yarmouth magistrates last February for unauthorised use of tow vehicles.

At the same court two of its drivers Harry Bingham and Robert Murray were also convicted for hours and records offences.

They were also before the deputy LA for consideration of revocation or suspension of their driving licences.

Evidence was given that ,Greenock Transport appeared before LA in 1974 concerning a vehicle with defective steering, and again in 1975 when a vehicle was found to have defective tyres, holes in the body and an insecure rear marker.

Regarding the convictions for unauthorised use, a director of Greenock, James Evans said they were the result of a technical error. The two vehicles , were replacements for vehicles already on the licence but the LA had not been informed that these were being taken off the road.

If this had been done, there would have been no problem, but the magistrates seemed to get the impression the company had been operating without a licence. It was claimed the drivers were regularly instructed about the proper keeping of records and the necessity of keeping within permitted driving hours. The deputy LA said he had decided to take no action against the licence but unless the company acted with extreme car in the future it would be at risk.

Both drivers admitted previous convictions for road traffic offences but the deputy LA said he proposed to be lenient and would not suspend or reboke their licences. He warned there must be no further trouble.
