Which of the following most accurately describes the problem?

Athe committee responsible for the Manchester round of the Lorry Driver of the Year contest disagrees with the national committee on the methods laid down for finding an overall winner, there is now no best individual placing for the area. Instead the best C-licence driver and the best diesel driver are selected in that order by a handicap system, the object of which is to equalize the opportunity around the classes.

On Sunday the two leaders in Manchester's Class D, separated by a single mark, were well ahead of the rest of the 138 competitors on points and, even after handicap allowances had been taken into account, were still on top. M. Bradbury (T. Wall and Sons Ltd.), Bedford, with 132 penalty points, thus took the TRTA cup for the best Clicence driver, being followed by S. Isaac (Tate and Lyle Transport Ltd.), Albion, 133 points, who won the Foden cup for diesel drivers with the next best performance.

The handicapping system is related to the individual's showing in the various contests
