Which of the following most accurately describes the problem?

PUBLIC discontent with transport services in the Oxford area needed organizing if complaints were to be effective, stated Mr. A. D. White, local secretary of the Association of Public Transport Users, in his annual report to the Association's Oxford division. There was no shortage of people to complain about public transport but very few were both able and willing to organize these complaints into a body of real strength which could make its influence felt and its complaints heard, he said.

In the past year the Association had pressed for improvements in both rail and bus services. Mr. White complained of a "lack of co-operation" by the bus company (City of Oxford Motor Services Ltd.) on some requests, but said others had been more successful. He advised dissatisfied customers to make a full complaint to the bus company and let the APTU know about it. But complaining without giving full details was no use.

During a discussion on the affiliation of local authorities to the APTU, Mrs. E. S. L. Juler, a rural district councillor from Charlbury, said that the lack of co-operation between local authorities, planning bodies and public transport in the county was enough to "make one weep".
