THE appeal of Eastern National Omnibus Co. Ltd. against decisions of the Eastern Traffic Commissioners refusing to grant a new express service licence between Colchester and Hull for personnel of the 1st Prince of Wales Regiment has been dismissed.

A service operated by Eastern National alternately with Vines Luxury Coaches Ltd. had operated for weekend leave personnel for some years, and there was some evidence that G. W. Osborne and Sons, the respondents, had instituted their present service prematurely, before being licensed to do so.

The Minister noted that Vines had first approached the regimental authorities on behalf of themselves and Eastern National, but the authorities eventually made arrangements with Osborne and Sons to provide the services. The suggestion of the inspector, Mr. S. A. Bailey, that it would be helpful if service authorities were supplied with information as to the licensing requirements is to be pursued by the Minister with the Defence Departments, although she feels operators themselves should explain the position to customers when their offer of services are subject to their obtaining necessary licences.

The Minister noted that the respondents' fares were 3s. to 4s. lower than those proposed by Eastern National and Vines.
