Which of the following most accurately describes the problem?

AN APPLICATION by Nicholsons Transport, of Basingstoke, Hants, for six A licences with a radius of 200 miles was refused by the South Eastern deputy Licensing Authority at Reading on Wednesday. The objectors were British Railways and Warrens Transport Ltd. Nicholsons Transport presently operate four B licences with three different sets of conditions, together with two minibuses. It was proposed to surrender the four B licences and discontinue the operation of the two buses if the application was granted. In support of the application it was submitted that the applicants could not meet the everexpanding needs of their customers without seeking constantly to vary the conditions of their existing B licences. In the meantime it had been necessary to hire vehicles on many occasions. "I have great difficulty in doing so", said Mr. Nicholson. "And frequently I have to go to Southampton or Hayes before being satisfied." When asked to produce proof of these difficulties Mr. Nicholson was unable to do so. "I shall want to hear a great deal more about your difficulties", said the LA.

The Licensing Authority refused the application on the grounds that the statutory requirements of supplying sufficient evidence had not been met, even though three customers gave evidence.

A further application by Nicholsons Transport for an A licence held by W. H. Bolton was with drawn.
