Which of the following most accurately describes the problem?

• Government plans to widen the M25 have drawn a cool response from Labour, which will review the viability of the scheme if it is elected.

The Government says its decision to widen the road between Junctions 12-15 will reduce traffic congestion on the busiest section of the motorway.

The four-lane section will be converted to five lanes from J12 (M3 exit) to J14 (for the fourth Heathrow terminal and the A3113). There will be six lanes each way between Junctions 1415 (M4 exit).

But Labour says if it takes power it will review the £94m project against the extra traffic, noise and pollution it would generate, its disruption and its safety implications.

"The Tories lack a clear transport strategy and we will not be bounced into deciding our priorities on the basis of short-term thinking from short-term Tory ministers," says a spokesperson for shadow Transport Secretary Andrew Smith.
