Which of the following most accurately describes the problem?

LANCASHIRE County Council has been advised to drop its plans for an amenity lorry ban near Clitheroe, and this could save one operator up to £6,000 a year in diversion costs.

A Government inspector has advised the council against imposing the ban, which would have forced lorries out of Chatburn and on to the A59 Chatburn bypass, after learning that a 170degree turn which some lorries would have made could have blocked a road and caused an obstruction.

The main operator which would have been affected, Tilcon, has a depot on a trading estate in Chatburn, and the Freight Transport Association told the inspector last year that a ban could put the company at a commercial disadvantage because of increased costs.
