Which of the following most accurately describes the problem?

A N application by Angus Transport Co. Ltd., of Friockheim, Forfarshire, for three platform vehicles and one artic on A licence, was adjourned by Mr. A. B. Birnie, Scottish deputy Licensing Authority, at Dundee last week.

The normal user sought was: "Agricultural produce and requisites within the counties of Angus, Perth and Kincardine; potatoes •to Lanes, Lines, Norfolk and Midlands of England; machinery to Central and South Scotland, Coventry, Birmingham, London and Home Counties; jute and textiles to Manchester, Bradford and district; canned goods and preserves to Lanes, London and Home Counties." The application was made principally to amend the normal user on a licence for .four platform vehicles, to be surrendered:

Mr. J. Cessford, owner of the applicant firm, who had called no witnesses in support, said his current normal user did not cover the carriage of canned goods, which had come to light during a hearing in December last, when a similar application had been refused.

In 'adjourning the hearing, Mr. Birnie said he thought the applicant should have a further opportunity to get support. Evidence that was three months old was not proof of need now, he added.
