Which of the following most accurately describes the problem?

TO enable buses to start up easily in the morning, thereby increasing the life of batteries, London Transport is to purchase 126 booster trucks and 50 tppping-up trucks for use at garages. The topping-up trucks are fitted with a tell-tale device to indicate when the battery is adequately " topped "; this obviates the risk of over-filling or under-filling, and thereby adds t,o the life of the battery. Under war conditions batteries are subjected to increased stress. The operation of short journeys, due to war conditions, necessitates additional starting up. The new equipment will, it is anticipated, effect a considerable economy.
