Which of the following most accurately describes the problem?

THE North-western Area Committee of Associated Road Operators has negotiated an agreement with North Wales sand and gravel producers and other interested parties fixing haulage rates for sand, gravel, dry and tarred macadam, pitching stone, hard core, red shale, etc. The new rates schedule will operate from May 1, in order to give merchants the opportunity in the meantime of completing their existing contracts.

Agreed rates are as follow, per lead mile (which is the outward and inward miles, i.e., two miles):---1 lead mile, 2s. per ton; 2 lead miles, 2s. 2d. per ton; 3, 2s. 5d.; 4-, 2s. 7d.; 5, 2s. 9d.; 6, 2s. 11d.; 7, 3s. 2d.; 8, 3s. 4d.; 9, 35. 6d.; 10, 3s. 8d.; 11, 3s. Ild.; 12, 4s Id. and increasing by 2d. or 3d.

per ton so that for 30 lead miles the figure is 7s. 5d, per ton. Rates for distances in excess of 30 miles will be at lid. per mile.

Mr. John Hopkins, of Liverpool, who is the hon. area secretary of A.R.O., explains that those hauliers who are also producers or merchants of the above commodities should, in future, quote to their customers a price which includes ample provision for thes'e haulage rates, otherwise there would ensue unfair competition with the ordinary producer and any such conduct would be detrimental to all parties.

C-licence holders who are producers are also asked to ensure the rates quoted to a buyer are such as amply to cover the agreed haulage rates.
