Which of the following most accurately describes the problem?

• Registration plate national identifiers: The DVLA proposes to amend the regulations to permit the voluntary display of the national flag and national identifiers. Legislation is expected in the near future.

• Registration of number plate suppliers: The target date for introducing a register of number plate suppliers is 1 January 2003. it will be illegal for a business to sell number plates unless they are registered with the DVLA, although the supply of plates for vehicles at first registration will be exempted from the scheme. It is intended to launch a voluntary register from around the beginning of October. Detailed guidelines will be issued during the summer.

• Operator licence fees: The DOT is consulting on an increase in Operator Licence fees of 16.1%, to be introduced late in May 2002. This is based on cumulative inflation since the last increase in 1996 and means that the cost of a new application for an 0licence would increase from a total of £410 to £476 and an annual vehicle fee from £34 to £40.

• Tachograph calibration fees: The DoT has issued a consultation document on proposed increases for tachograph calibration and inspection services. Calibration and six-yearly inspection fees are likely to rise from £37.50 to 243, with two-yearly fees rising from £24 to £29.

• Brit din: The government has announced that it will take forward the introduction of a road-user charge for foreign operators, similar to the existing Continental Eurovignette. UK operators would also have to pay the new fee of about £750 a year, but this would be offset by reductions in other taxes.

• New EU drivers hours rules:The European Commission has published proposals for updating regulation 3820/85. These include a 30-minute break requirement after three hours' driving; a daily rest period of'12 hours; and the removal of the 36-hour weekly rest provision. Anticipated date of implementation is from January 2004.

• Driver training A draft EU Directive requiring compulsory basic and on-going training for vocational drivers has been published, together with a consultation paper from the Driving Standards Agency. This seeks views on several proposals including hours of training, syllabus content and grandfather rights.

• Trailer registration The Driver and Vehicle Licensing Agency has announced proposals to introduce requirements for trailers over 1,020kg unladen weight to be registered.
