• EC Transport Commissioner Karel van Miert has threatened to force countries to free their coach and bus sector by the end of the year.

At present states can refuse a foreign operator entry on the grounds that there is an adequate rail service. Germany, Italy, Greece and Spain are being targeted for possible legal action by van Miert.

Switzerland is refusing to let more EC trucks have transit

rights through its territory. It only allows lorries of up to 28 tonnes on its roads, but in a "gesture of goodwill" it has offered to let up to 50 heavier trucks from its EC neighbours pass through each day. But van Miert says the offer is inadequate.

EC transport ministers have agreed to recognise each other's countries' driving licences after 1996. It means a driver going to live in another EC country will not need a different licence.
