Which of the following most accurately describes the problem?

• A desperately needed truckstop on the Al could be scrapped because of Department of Transport road-building delays.

The truckstop, to be built by Truckhaven on the A1/A168 junction at Dishforth, near Ripon, has been given outline planning permission, but the developer must wait until the DTp completes a roundabout on the A168.

Two junctions of the Al are being closed for the work, which involves upgrading the Al to motorway standard. The junctions give access to Truckhaven's proposed 310-truck site.

The truckstop is also resisted by nearby residents, who have formed a group, Opmore Unwanted Truckstop (OUT).
