Which of the following most accurately describes the problem?

THE OPENING soon of a new £0.5m lorry parking complex on the Penrith industrial estate, beside the M6 looks set to lead to major changes for the town.

When the development becomes established, Eden Council plans to implement a special order banning all lorries over three tons from the centre of Penrith, except for deliveries, and that will mean the end of thE South End Road area as a loin park.

Police and fire service officials have been concerned tha• dozens or lorries, some with hazardous loads, pack so tighth into the South End Road panl that emergency services woulc be seriously hampered if fin broke out.

But some guest hous4 proprietors and pub landlords who have relied on drivers for substantial part of their trad€ are alarmed, and expect to los, business as a result of th change.
