A No, the driver of a vehicle exempt from Excise Duty under Section 6(6) of the Vehicles (Excise) Act 1971 is exempted from the provisions of the Heavy Goods Vehicles (Drivers' Licences) Regulations 1969 under Regulation 28(j) of those Regulations. To obtain exemption from Excise Duty the vehicle must be used only on public roads to pass from land in the occupation of the owner to other land in his occupation and for distances not exceeding six miles in aggregate in any calendar week.
