Which of the following most accurately describes the problem?

THE terms of the Northern Ireland

Government's Transport. Bill, which have just been published, provide that the accounts of the Ulster Transport Authority must be balanced within the next five financial years. The U.T.A.'s total deficit is now nearly £24m., but it is believed that the Government will, wipe out most, if not all, of the losses to enable the organization to start with a clean sheet from October 1.

It is likely that some unremunerative bus services will be withdrawn to help balance the accounts, and the Bill provides for the U.T.A. to make proposals about railway services which are losing money. In the past financial year they lost £130,000 on one of their railway sections.

Transport trade unions have already protested about the Bill, claiming that it was being rushed through the Northern Ireland Parliament without sufficient time for its provisions and implications to be realized. • On the other side of the border, Coras Iompair Eireann have five years to make the undertaking—especially the railway section—self-supporting. They are being given wide powers to abandon nonpaying services without providing alternative transport.

C.1.E.'s LI6itn. debt will probably be written off by the Government, plus an annual grant of ilm. for five years.
