Which of the following most accurately describes the problem?

ARESOLUTION by the licensing committee on the transfer of vehicles from C-hiring margins to A licences was considered on Wednesday by the national executive committee of the Road Haulage Association. The Association were unwilling to divulge its terms before the executive meeting was held, but members are concerned about this recent development.

Another matter considered by the executive was a request from the East Midland Area that .representations should be made to the Minister of Transport for a change in the law on axle weights. A margin above the maximum gross weight of 9 tons on any axle was required for vehicles carrying bulk commodities, such as tarmacadam, with the proviso that the present maximum gross vehicle weight should not be exceeded.

The executive also reviewed resolutions for the annual conference at Bournemouth in October, which had been considered by the chairman's com mittee on the previous day. •

Because insufficient information was available on which to reach firm.conelusions, the licensing committee last week adjourned consideration of amendments to the road-rail negotiating procedure. The matter will be considered at the committee's next meeting on October 24.

One of the results of the proposed alterations to procedure would be to enable British Road Services to submit applications for consideration. They are not doing so at the moment, but take part in the negotiating committees' proceedings.

Frivolous Applications The licensing committee decided to take no action on a suggestion by the National Association of Furniture Warehousemen and Removers that proposals should he made to amend the licensing system to prevent frivolous and vexatious applications from being made. The N.A.E.W.R. were concerned about a series of applications made in the West Midlands by Mr. G. E. White.

They realized that there was a danger of closing the doors to justifiable applications, but they thought that a Licensing Authority should be allowed to ignore frivolous applications. They pointed out that there were precedents for such action in the legal-aid scheme.

The R.H.A. licensing committee thought that such applications were too few to merit the action suggested.

THE introduction of a new sick-pay scheme for transport staff has been postponed by Stockton-on-Tees Corporation pending negotiations with the trade unions involved. The employees state that the new scheme is not as favoural-Oe its the present one.
