A shortlist of bidders to supply the charging technology will be announced soon and the results of the discussion paper will be supplied to them to facilitate the best solution.

RHA chief executive Roger King says:"It's quite a comprehensive document. Many of the questions we have answered already; others, like which system would be better for your business, are not for us to answer. There are more practical issues than theoretical."

King adds that the cost of the charge has not yet been announced, mainly because it will have to be based on the cost of installing the system.
