The ETA is concerned that operators will not be able to meet the 23 March start date if changes are made now. Chief executive Richardlitrner has told the minister that many businesses have now reached formal agreements with unions and employees on the basis of the draft regulations:"With only 61 working days remaining until implementation you will appreciate how important it is that any last-minute changes to the final rules are minimised.
