Which of the following most accurately describes the problem?

If you are looking to be cheered up on a wet January afternoon, may I recommend this insurance claim which was nominated by the Aon Risk Services insurance group as the most bizarre rental car accident of 1999. A car approaching a level crossing slams on its brakes as the driver suddenly spots a horse and rider and a pensioner walking his dog. Meanwhile a motorcyclist behind runs into the car and is thrown onto the road. The biker lands by the horse, causing the animal to rear up and throw its rider into a nearby hawthorn hedge. The horse bolts and the pensioner rather unwisely ties his Yorkshire terrier to the level crossing barrier before going to help the dismounted horse rider. Unfortunately just at that moment the train passes and the level crossing gates begin to rise, taking the alarmed pooch with it. The pensioner races back to rescue his pet which, when released, is so distressed that it sinks its petite fangs into the prone motorcyclist. Had a certain elderly person happened on the scene, he would have had good grounds to utter those immortal words: "I don't believe it!"
