Which of the following most accurately describes the problem?

Vehicles (Operators' Licences, Qualifications and Fees) Regulations 1984 says that the LA must revoke a licence if it appears to him that the licence holder no longer satisfies the requirements to be of good repute, of appropriate professional standing or professionally competent.

• Under an amendment to the above regulations (Statutory Instrument 1990, No 1849), the IC must rule that a person is not of good repute if he has been convicted of serious offences or has been repeatedly convicted of road transport offences.

• Serious offences are defined as an offence under UK law for which a prison sentence exceeding three months, a Fine exceeding level 4 (more than £2,500) or a community service order for more than 60 hours.

• A road transport offence is defined as an offence under UK law relating to drivers' hours, weights and dimensions of vehicles and road and vehicle safety, or any corresponding offence outside the UK.

• Under sub-paragraph 8 the IC can disregard on offence if such time as he considers appropriate has elapsed since the date of the convictions.
