CANNOCK independent Brian Pedley succeeded in getting his standard national psv operator's licence for two minibuses upgraded to an international licence for two single-deckers at a public sitting before the West Midlands Traffic Commissioners.

Last May, Mr Pedley's original application for a licence for six single-deckers and eight minibuses was refused by the Commissioners after evidence of illegal operation and the construction of a workshop without planning permission. (CM, May 9, 1981). Mr Pedley appealed against that decision and the Transport Secretary allowed the appeal in so far as to direct he be granted a national licence for two minibuses. (CM, November 14).

Vehicle examiner Derek Simms said that he visited Mr Pedley in January and found that he had no vehicles in his possession. He was told that none had been operated since last May and when he had asked Mr Pedley why he had not taken up the licence authority for the minibuses, Mr Pedley had replied that minibuses were no use to him.

Evidence was given by Cannock Chase District Council that it had taken planning enforcement action against Mr Pedley. That action was upheld on appeal and Mr Pedley had to cease to use his present operating centre by May 12 and to demolish the workshop by June 12.

Granting the application for 12 months, the Commissioners said they would expect to be notified when Mr Pedley obtained his new operating centre.
