Which of the following most accurately describes the problem?

MILLIONS of pounds have been invested in the setting up of a Southall operation, and any lorry weight restrictions would cause disruption, Lye Spencer Steel Services said.

The company is a division of British Steel Services Centres Ltd, which is, in turn, a subsidiary of the British Steel Corporation. It moves huge coils of steel, often up to the weight of 18 tons, and processes them into bundles of sheet or smaller size coils to supply both consumers and other stockholders in South East England.

Twenty-ton-gross vehicleweight articulated lorries are used, delivering steel from BSC mills five days a week. It also uses a transport company for onward deliveries of the steel to customers, it explained.

• "If the inquiry rules in favour of a ban, this would totally prevent this profitable company from trading and would result in the loss of over 70 jobs in Southall," it concluded.
