Which of the following most accurately describes the problem?

kfilNING vehicles above 16 tons would raise the price of petrol and her fuels by 2.5 pence per gallon, said Esso Petroleum.

This is calculated by estimatg the reduced volume per load id the extra journeys required. le total increased cost is easily rived at and this is divided by e volume delivered to produce pence per gallon figure — and r all petroleum fuels, including ,ating oil.

Within London and the South ist Esso has two major termiils, one adjacent to Heathrow rport and the other at Purfleet the Thames Estuary. The 'est London terminal is ipplied by pipeline from Paw',' Refinery near Southampton, hile a ship supplies the other. Customers range from the rge industrial consumers, cenal and local governments, hos pitals and schools to domestic house-holders in addition to extensive network of petrol stations across London.

Esso is concerned with protecting the environment and feels that the only way to do so is by using the largest vehicles available, so that fewer lorries are on the roads.

All large volumes of products from the refinery are taken to the wholesale distribution point by ship, pipeline, barge and rail, but the final stage is usually carried out by road, the company spokesman said. No method other than road tanker could reach the large number of customers spread over such a wide area.

The company realises that there is too much traffic in the London area. Deliveries are usually made outside peak hours, so that the job can be completed more quickly, while the large vehicles are out of the way of other road users when congestion is at its worst, the spokesman pointed out.

A lot of money would be lost if a ban were introduced, as Esso has invested in larger petrol stations on main trunk roads. If it is restricted to using small road tankers too, then the price of fuels will rise accordingly.
